Medicaid work requirement in Oregon: what applies to you in 2027

Starting no later than January 2027, most adults 19 to 64 on Medicaid expansion must show 80 hours a month of work, school, volunteering or a work program, or $580 of income, unless the rule does not apply to them. Below is what Oregon has published about how it will check, with a link to each source. Oregon decides; this page only explains.

What Oregon has published

When it starts
2027 (agency: 'Starting in 2027 ... when they apply for or renew OHP'). Applied at each member's application/renewal, and Oregon's 6-month renewals do not start until late 2027, so most existing members are effectively first checked at their next renewal.Sources: 1 2 3 (Oregon's own pages, listed below) · checked 2026-10-20
Whether your own word counts in 2027
Broadest of this set: 'In 2027, you can tell us you have an exemption. You don't need to give proof.' That covers frailty / serious health conditions with no provider statement in 2027, caregiving, inpatient stays, medical travel, SUD treatment and pregnancy. Activities (income, school, 80 hours) list proof documents. Self-attestation of activities in 2027 is not explicitly stated, but volunteer hours must be with an organization that 'can confirm them if asked'. Proof is required for more exemptions in 2028.Sources: 1 2 3 (Oregon's own pages, listed below) · checked 2026-10-20
How many months it looks back
Application: 1 (month before application month; sometimes the application month). Renewal: at least 1 month during the 6 months before renewal date.Sources: 1 2 3 (Oregon's own pages, listed below) · checked 2026-10-20
How often you renew
6 months for applicable adults 19-64, but starting late 2027 (most OHP members now renew every 2 years).Sources: 1 2 3 (Oregon's own pages, listed below) · checked 2026-10-20
How it checks medical frailty
Self-report in 2027 plus medical records ('If you are regularly receiving care, your medical records may be enough for us to verify an exemption'). Published illustrative condition examples (exemptions explainer). 2028: possibly a provider statement. Not from the agency, per KFF, March 2026: federal definition; claims, MCO data, data matches, provider confirmation, self-attestation.Sources: 1 2 3 (Oregon's own pages, listed below) · checked 2026-10-20
